House passes Rs 1741 cr supplementary budget

The state Assembly passed government’s first supplementary budget of Rs 1741 crore for 2012-13 through voice vote during the ongoing monsoon session on Monday. Chief Minister Raman Singh informed the House that the state annual budget inflates from Rs 39677 crore to Rs 41419 crore with the inclusion of first supplementary budget. He said 75%, (Rs1308 crore) of the supplementary budget will be for planned and unplanned expenditure.
“The state annual budget was Rs 7295 crore in 2001-02 and now it has increased to 41419,” he said.
“The government has made provision of Rs 35 crore education fee for the 25% poor students who are pursing their school studies in private schools under Right to Education Act,” he added.
The government has further made a provision of Rs 75 crore to merge Rajya/Zila Sahkari Krishi Avum Grameen Vikas Banks to cooperative bank. Similarly, Rs 115 crore will be given to Markfed to purchase gunny sacks for paddy procurement.
In higher education sector, the government has made provision of Rs two crore to commence B Ed courses in Sarguja University and Government College Kanker. Besides, the extension centre of IIT Kharagpur will function as HRD centre at Raipur for which there is provision of Rs 80 lakh in the supplementary budget.
“This centre will have multiple functions like quality improvement in higher and technical education, operation of part-time PG courses (technical) for teachers, engineers, etc and build capacity and provide consultation to scientists, engineers and other agencies,” he said. There is also a provision of Rs 125 crore for salary and allowances of panchayat teachers.
In heath sector, the government has made provision of Rs 50.82 crore for construction of 287 sub-health centre buildings, Rs nine crore for construction of 40 primary health centre buildings and Rs six crore for construction of ten community health centre buildings.
To expedite panchayat and rural development works, the supplementary budget comprises of Rs 146 crore and the fund will be used to rapidly complete small projects.
The supplementary budget further includes Rs 18 crore as a compensation for extension of Mana airport. The CM said the government plans to develop the airport into international airport in near future.
He said 455 new posts of patwaris would be created for which provision of Rs one crore had been made in the supplementary budget. Moreover, Rs 500 crore will be given to Chhattisgarh State Power Distribution Company Limited (CSPDCL).
To foster industrial development and create job opportunities for youth the government will organise two-day investors’ meet at national and international level for which there is a provision of Rs 10 crore.
Similarly, to construct composite buildings in nine new districts the government has made a provision of Rs 32.40 crore. Besides, Rs 12.57 crore will be provided to expand facilities in tribal areas.
