Chief Lokayukta Justice LC Bhadu says that Lok Ayog is ineffective in the state due to loopholes in the system. The Lok Ayog is incapable of fulfilling the objective of its constitution, he adds. The Lokayukta Act should be implemented according to the provisions made in the draft of Lokpal Bill. Bhadu mentioned these words in annual Lok Ayog report for the financial year 2010-11 which was tabled by Chief Minister’s Parliamentary Affairs Secretary Komal Janghel in the state Assembly on Wednesday.
According to report, grafts in the state increased because Lokayukta’s recommendations are not being followed. There is a common notion among the public servants that there is no system to take punitive against them if they would misuse their post, do partiality and engage in grafts, the report said.
Justice Bhadu pointed that corruption, administrative inertia, partiality and misuse of post are directly proportionate to rapid industrialisation, availability of resources and increasing financial progress. Such instances have occurred several times at Central and state level in 2011. In fact, the size and types of corruption have increased. This problem has rather taken a shape of monster in past five years, he felt.
He further mentioned that guilty public servants could not be punished because the Lok Ayog had been made toothless with limited staff. Hence, Lokayukta’s recommendations for action against guilty public servants go to their respective departments where their senior officials, looking into the matter, rather try to save them.
Justice Bhadu said that poison of corruption could be dealt better by building honest society where changes should be made in education system as well as in political and social framework.
