CM misleading people with fake figures: Singhania

Raipur, February 24, 2010

Chief Minister Raman Singh is misleading people of the state using fake figures in budget 2010-11. The CM’s claim of rapid development in the state is also an empty boasting as debts have increased at faster rate in the recent past which is government’s gift to the people. Congress MLA Rajkamal Singhania levelled these allegations against the CM and his government during the discussion on budget in Vidhan Sabha on Wednesday.
Singhania was surprised that the government did not included the provisions of Rs 270 bonus and free power connection up to 5 HP to the farmers in the budget in spite of making promises in the past.
He said the state government should stop blaming Centre for inflation as the former itself was responsible for the prevailing condition because of duplicate fertiliser, insecticide, etc.
He pointed out that paddy procurement process was not managed properly owing to which the farmers had to wait for even a month for their turn at procurement centres.
He ridiculed government for claiming to have taken reformatory steps in education sector and said, “Chhattisgarh stands at the bottom of the list of the states providing quality education in the 19th place. Besides, the schools lack sufficient teaching staff and basic infrastructure while in some schools, the students are taught by the substitute teachers who get Rs 500 or 1000 from the teachers who are actually appointed for the purpose.”

Bharti: Corruption prevails in JK Trust Gram Vikas Yojana

Raipur, February 24, 2010

BJP MLA from Dongargarh Ramji Bharti has alleged that the corruption prevailed in JK Trust Gram Vikas Yojana (JKTGVY) owing to which the benefits of 145 Integrated Livestock Development Centres (ILDC) being operated in Durg, Kawardha and Rajnandgaon districts were not reaching to the actual beneficiaries. He further alleged that the District Rural Development Agency (DRDA) Durg that had been appointed as observer for the scheme had maintained silence on the entire issue because its officials and employees too were involved in the irregularities. Bharti’s allegations came during call attention in Vidhan Sabha on Wednesday.
Bharti demanded from the Agriculture Minister Chandrashekhar Sahu to conduct inspection of all the 145 ILDCs and to take stern action against the guilty people. He also alleged that no centre had been opened in any of the three districts and neither any work has been carried out under the scheme. “Strangely, the implementing agency JK Trust is submitting the list issued by the Agriculture department to claim payment and the officials are not even interested in examining the list,” he said.
Denying Bharti’s charges, Sahu said, “The scheme which has been launched under Swarna Jayanti Gram Swarojgar Yojna (SJGSY) is fully functional in the three districts and not even the centres have been opened, but also works have been done.”
However, Sahu accepted that irregularities surfaced when the department conducted inspection of the scheme through state-level officers. “In this regard, the department served show cause notice to JK Trust on November 16, 2009 and held the agency’s payment which was to be done in the form of second instalment,” he informed.
Sahu informed that Rs 1409.40 lakh was approved for the scheme of which Rs 1057.05 lakh would be provided by the union government had Rs 352.35 lakh would be incurred by the state government. “The first instalment of the payment has been given to the implementing agency which is Rs 354.34 lakh of which the Centre’s contribution is Rs 264.26 lakh and state government’s share is Rs 88.08 lakh,” he added.
