The RMC will commence dense plantation drive in the rainy season for which the commissioner Om Prakash Choudhary has directed all the zone commissioners to prepare a work-plan in this regard. He said the officials should also encourage social welfare organisations, industrialists and businessmen to support the RMC in its plantation drive and make the city green.
Choudhary has further instructed the zone commissioners to select proper locations in their respective areas for plantation. He emphasised that plantation should especially be done at the bank of ponds.
He said the plantation should also be done in the government and private schools. For this, the officials should take consent of the school authorities, he added. Similarly, the RMC will carry out plantation works at roadsides.
20 dogs complete basic training in CTJW college

Twenty dogs have completed their basic training in the Combat Training in Jungle Warfare (CTJW) college in Kanker. The training programme lasts for nine months. The officials of Home department informed that eight dogs were training in tracking and 12 were trained for bomb disposal squad. These dogs will now be appointed in different districts, said officials. Presently, 11 more dogs are being trained in the college and they have already completed their three months training, the officials said.
Special schools for disabled children

The government has decided to open special residential schools free-of-cost for the disabled children in Rajnandgaon, Mahasamund, Koria and Kanker districts in 2010-11. For this, the government has made a provision of Rs 1.11 crore in its budget. The officials of Social Welfare Department informed that currently, 43 special residential schools were being operated across the state of which 15 belonged to the government and the remaining 28 belonged to voluntary organisations. These schools provide all the basic facilities to the disabled children without taking any fee from them, said officials. They informed that the government had expanded the disabled schools at Jashpur and Dantewada. Similarly, the deaf children in the Bilaspur’s school got residential facility while the school at Janjgir-Champa has been upgraded.

AIDS security ribbon scheme to be launched on April 30

To create awareness about AIDS in the state, the government will launch AIDS security ribbon scheme on April 30. Under the scheme, about 60,000 mitanins will tie ribbon on hands of about 48 lakh people across the state in one day, informed the officials of Chhattisgarh State AIDS Control Society (CSACS). The society has directed all its filed officials and employees to coordinate with the mitanins to make the scheme cent percent successful.
The officials said the scheme would be effective in making people aware about AIDS. The security ribbon is red in colour and looks like a bracelet. This ribbon contains six messages including reasons for spreading of AIDS, preventive measure of AIDS, need of HIV test of pregnant women, etc.
By tying the ribbon on hands, not only the people will remain alert about AIDS but they will make their partner aware about it, said officials. Considering the effect of red ribbon and its utility, the Union government has also released a Red Ribbon Express train to create awareness about AIDS across the nation, they informed. This express will enter Chhattisgarh on July 26, 2010, they said.
Notably, there are over 6000 HIV infected people in the state of which 63.38 percent are males and 36.29 percent are females. The CSACS provide free-of-cost consultation and medicines to the people.
The AIDS check-up and consultation centres are located in Raipur Medical College, Durg’s District Hospital and Jagdalpur Medical College. Apart from these centres, the society has opened its link centres in Ambikapur, Mahasamund and Korba.

RMC Speaker Sanjay Shrivastava claimed that he had adjourned the second day of general body meeting officially by making the announcement and informing the Secretary and Commissioner. “The allegations against me that I left the proceedings were wrong as I had adjourned the meeting till April 2,” said Shrivastava while talking to the media persons on Wednesday.
Shrivastava said the comprehensive report about the proceedings including the incident happened on Monday night would be submitted by the Commissioner to the government. “I hope the government will take action against the guilty ones on the basis of the report,” he said.
“The corporators from both the ruling and Opposition parities started verbal assault against each other on the agendas beings discussed in the meeting. Meanwhile, the lists of new zone to be formed were distributed to the corporators on which some raised their objection. This resulted in heated exchanges between the Congress and BJP corporators. I waited for one hour before adjourning the proceedings under Section 36(2),” Shrivastava said.
“From the meeting, I came to my office where I learned that the Congress corporators led by the Mayor and some independent corporators had elected protem Speaker and they passed all the agendas by illegally continuing the meeting,” he added.
Asked why he adjourned the proceedings when the Mayor gave him written application signed by all the Congress and independent corporators to continue it, Shrivastava said he got the letter after the adjournment.
Mayor demands action against RMC Speaker

Blamegame and verbal assault began in RMC after the second day of general body meeting that concluded in dramatic manner late at Monday night after the Speaker Sanjay Shrivastava allegedly left the proceedings without announcing the adjournment officially. A delegation of Congress corporators led by Mayor Kiranmayi Nayak demanded action against Shrivastava by submitting a memorandum to the Secretary, Urban Administration Department on Wednesday.
“Shrivastava claims that he had adjourned the proceedings till April 2, 2010, but it will be public holiday on the particular date on the occasion of Good Friday. Hence, the continuation of the meeting on the said date will be illegal,” said Nayak while talking to the media persons at Congress Bhawan.
When asked about her future course of action on the issue, Nayak said her party would wait for answer from the government and act accordingly. “The Speaker had adopted a policy to dominate me for the past couple of months, but I and my party have tolerated enough and we are ready to reciprocate now,” she said.
Nayak informed that the proceedings could not be adjourned if the majority of the corporators would not agree which had been clearly mentioned in Nagar Palik Nigam Act under its Section 31.
“We had anticipated the conspiracy of the Speaker and the BJP corporators that they were not interested to continue the proceedings and hence, we had given him a request letter signed by 39 corporators besides me to not adjourn the meeting,” she alleged.
Nayak further informed that the municipal had also covered the two-day proceedings of the general body meeting through video recording through which it could proved whether Shrivastava had officially adjourned the house or left it without informing anybody.
“When Shrivastava left the proceedings at about 9.45 pm on Tuesday, we elected Purn Prakash Jha as protem Speaker on the majority basis and after formally giving written application to the municipal commissioner Om Prakash Choudhary,” she said.
‘Govt trying to steer RMC thru Speaker, officials’

The PCC has alleged that the state government was trying to steer the RMC through the Speaker and the municipal officials putting aside all the norms. Leader of the Opposition in the Assembly Ravindra Choubey said that the BJP corporators became defensive when the ruling party in the RMC raised the issue of Kiran building. “Both the Speaker and the BJP corporators were reluctant in conducting discussion on this disputed issues and consequently the former left the proceedings without formally adjourning it officially,” he said. The PCC president Dhanendra Sahu said both the Speaker and the municipal Commissioner had violated rules. “The Speaker has set a strange example by leaving the proceedings in the middle,” said Sahu.
