Labourers did not migrate from Dantewada: Agrawal

Raipur, March 25, 2010

The state government on Thursday categorically denied the Opposition’s allegations about large-scale migration of labourers from the naxal-affected Dantewada district in south Bastar.
“There was no report of migration from Dantewada district to other states during 2009-10,” said Revenue, Health and Rehabilitation Minister Amar Agrawal told the Assembly in a written reply to Congress MLA from Konta Kawasi Lakhma.
Agrawal further said that 662 projects worth Rs 18 crore were under implementation across the district under Mahatma Gandhi National Rural Employment Guarantee Scheme (NREGS) at the panchayat-level.
Stating that there was no dearth of funds to provide work to the labourers under the scheme, Agrawal said in order to check the exodus of labourers from the district a massive awareness campaign was launched about NREGS through banners, posters, wall writings and distribution of pamphlets.
Expressing his surprise over Agrawal’s denial on migration of labourers, Lakhma informed the House that six blocks of then district were declared drought-hit owing to which there had been exodus of labourers from Dantewada district to the states like Andhra Pradesh, Karnataka, Madhya Pradesh and Maharashtra as the government failed to provide jobs to them.
Lakhma further informed that the situation pertaining to employment opportunity for labourers was even worse in several areas, including Bonda, Gorapalli, Dupatota, Penta, Nilabara and Kanjipalli. He said not a single road construction work under the Prime Minister's Gram Sadak Yojana (PMGSY) could be completed in the district during the last couple of years due to naxal violence and threat.

Cong stages walkout on pollution issue

Raipur, March 25, 2010

The Opposition Congress once again trapped the government in Vidhan Sabha on Thursday by raising the issue of increasing industrial pollution in the capital city. The Congress alleged that the Raipur had become the most polluted city owing to the government’s reluctance in taking action against the polluting industries. The issue was raised by BJP MLAs Devjibhai Patel, Ravishankar Tripathy and Congress MLA Dharmajeet Singh through a call attention notice.
The Congress MLAs even asked the Environment Minister Rajesh Munat to close all the industries when he asked from them to decide whether to allow the industries to continue or to shut down during his reply. The Opposition demanded from Munat to conduct public hearing in the polluted region on which the minister refused and said that already the government had formed committees headed by divisional commissioners to hold such meetings with public representatives to take suitable action against polluting industries. But dissatisfied by Munat’s reply, the Opposition walked out from the House.
The Congress MLAs as well as BJP legislators Devjibhai Patel, Ravishankar Tripathy said that the State Pollution Control Board had failed in taking action against the polluting industries including Ferro alloys, Sponge Iron and power plants established in the periphery of the city. They said the rising pollution has affected the health of the people as there had been a marked increase in the patients of cancer, kidney, liver and heart.
Rejecting the allegation, Munat informed the House that Raipur stood at 63rd position in the list of most polluted cities and his government had taken all possible measures while taking polluting industries into task with regular monitoring to check industrial pollution.
BJP MLA Devjibhai Patel said the polluting industries have severely affected the people of his constituency and informed the House that Dharsiva’s 200 people underwent heart operation with the help of Chief Minister. Pointing that even the groundwater had been polluted in his region, Patel asked from Munat whether he would close down all the polluting industries.
Munat clarified that the government had never protected the polluting industries. He informed that a majority of the industries in Urla, Bhanpuri and Siltara were established before 1977.
When Congress MLA Dharmjeet Singh asked Munat about the three most polluted cities in the state, the latter informed that Korba, Raipur and Durg are the main polluting cities followed by Raigarh.

Govt failed to spend over Rs 3500 crore: Choubey

Demands white paper on power purchased in past 6 yrs

Raipur, March 25, 2010

The Leader of the Opposition Ravindra Choubey has alleged that the government had failed to spend over Rs 3500 crore in various schemes. “Even the School Education Minister Brijmohan Agrawal has accepted that his department could not spend Rs 250 crore under Rajiv Gandhi Shiksha Mission (RGSM). Similarly, the government failed to spend Rs 1500 crore under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) owing to which the impoverished section of Raipur city did not get any facility,” he said. Choubey’s allegations came while he was speaking during the discussion on Appropriation Bill in the Vidhan Sabha on Thursday.
He further took a swipe at the ministers for giving different statements. “On one side, the Women and Child Development Minister Lata Usendi claims that one out of three missing girls From Dharamjaigarh (Raigarh district) has been found, while the Home Minister Nankiram Kanwar says that none of the three girls have been found so far in his written answer to the Congress MLA Haridas Bhardwaj’s question,” Choubey said.
He further demanded from the government to issue a white paper on power purchased by it worth Rs 10,000 crore in the past six years and alleged that the government’s claims of power surplus state was merely empty boastings.
Choubey further pointed out towards the alleged reports of purchase of expired medicines and said that the state was flooded by duplicate fertilisers and pesticides. “The expired medicines have even claimed one life in Chief Minister’s hometown where a woman died after being treated in an eye camp,” Choubey charged.
