German company to lend technical help to RMC



To implement underground drainage pipe line scheme

To conserve ponds, in solid waste management

A Germany-based company GTZ will provide technical support to RMC in its various projects which are being carried out under Jawaharlal Nehru National Urban Renewal Mission (JNNURM). The company’s two-member team that was comprised of GTZ (India) planning head Dr Rajina Dubey and technical advisor Vaishali Nandan met municipal Commissioner Om Prakash Choudhary on Thursday during its two-day visit to the capital and discussed about the progress of JNNURM projects.
The GTZ team gave significant technical inputs pertaining to the ongoing projects and will provide its expert technical support in effective implementation of solid waste management in the city.
The RMC will also get technical help from GTZ experts in conserving ponds and in implementing underground drainage pipe line scheme.
When the team inquired about efforts done by the RMC to protect city’s environment, Choudhary informed that the municipal had constituted an environment cell under which a work plan was being prepared to ensure that the capital would be developed in a planned manner by redressing pollution-related problems.
On the occasion, RMC’s deputy commissioner (Planning) Alok Chandravanshi, health officer Dr Amrit Chopra, IT officer Dinesh Jain and environment consultant Dr Pratibha Singh were also present.
The municipal officials informed that the GTZ team is an international cooperation enterprise that aims to improve people’s living conditions on a sustainable basis.

Clear UPSC prelim, get Rs 1 lakh, says Kashyap

The state government will give Rs one lakh to those SC/ST students who would clear civil services preliminary examinations so that they could prepare for the main exams. The information was given by Tribal Development Minister Kedar Kashyap on Thursday in Vidhan Sabha while he was replying on budgetary provisions for Tribal Development and Public Health Engineering departments.
Kashyap informed that the SC/ST students appearing in Union Public Service Commission (UPSC) exams and clearing the preliminary round would be eligible to receive Rs one lakh as encouragement fund. Similarly, if the candidates would appear in state’s Public Service Commission (PSC) then they would receive Rs 10,000 for clearing preliminary exam and Rs 20,000 for clearing main exam, Kashyap informed.
The department will provide full amount to those candidates who would clear the UPSC or state PSC in their first attempt while for second and third attempts, the eligible ones would receive fifty percent of actual amount. The government will also felicitate by giving certificates to those candidates who will pass the final UPSC or state PSC exams during Independence Day or Republic Day oragnised at district or state levels, he said.
Kashyap further informed that the department would also develop at least ten ashram hostels in every district as model hostels. For this, 180 ashram hostels have been listed, he said.
On status of schools being operated in tribal areas, Kashyap informed that there are 16941 primary schools, 6202 middle schools, 422 high schools and 625 higher secondary schools in 85 tribal development blocks. The department has upgraded 25 high schools into higher secondary schools and 29 middle schools into high schools, he said.
The department has also commenced Mukhyamantri Gyan Protsahan Yojana under which the talented SC/ST students would get Rs 10,000 as annual scholarship amount if they would secure at least 60% marks in class Xth and XIIth examinations, Kashyap said. The department will select 300 SC (150 each from class Xth and XIIth) and 700 ST (350 each from class Xtgh and XIIth) students under the scheme, he said. For this, the government has allotted a budget of Rs 30 lakh for SC students and Rs 70 lakh for ST students, he said.
To ensure that the studies of the SC/ST girls may not hamper owing to conveyance, the department has distributed 30,130 bicycles to the beneficiaries in 2008-09, Kashyap informed.
He said the department had also launched several other schemes for the SC/ST students that comprise of computer training scheme, career development scheme for youngsters, special tuition scheme for students residing in hotel, pilot and air hostess scheme, etc.
On supply of drinking water in the rural areas, Kashyap said the Public Health Department had dug 2,00,861 hand pumps in 19,774 villages and 72,329 basahats. Similarly, with an aim to make proper drinking water arrangements in schools, the department picked 35,321 schools where hand pumps were dug, he said.

 
‘Regularise illegal tap connections before March 31’

RMC commissioner Om Prakash has warned illegal tap connection holders to regularise their connections before March 31, 2010 to avoid municipal action. He has also appealed from the people to pay their property taxes to the RMC by March 31.
“Revenue department’s all the zone offices will remain open on Sundays as well as on other holidays till March 31 so that people could pay their property taxes on any day,” he said.
Choudhary informed that the taxes could also be paid online through Axis bank. He also urged all the shopkeepers and businessmen to pay their licence fee, renew their licences taken for food and other purposes by March 31.


Timber shop owner pays Rs 2.37 lakh tax

A timber shop owner on Thursday paid an outstanding amount of Rs 2,37 lakh property tax to the RMC when the municipal’s Revenue staff reached at his shop to attach his properties.
The RMC commissioner Om Prakash Choudhary informed that one Tikamdas Chandak, who was an owner of Standard Timber in Rajiv Gandhi ward (zone 2), had not paid his property taxes since the past couple of years. When the municipal staff went to attach his properties, Chandak promptly paid the entire amount.
Similarly, the RMC had disconnected the tap connection of kailash Gupta, a resident of Maulana Abdul Rauf ward for not paing taxes to the tune of Rs 42,000. On Thursday, Gupta paid the entire amount to reconnect the tap connection, Choudhary informed.

Govt ignoring Damakheda: Congress

The Congress on Thursday trained its guns towards the government in the Vidhan Sabha for ignoring Kabeerdham Damakheda (Raipur district) which is an important religious place for Kabirpanthis. Surrounded by Opposition’s questions, Tourism and Culture Minister Brijmohan Agrawal informed the House that the government has made a provision of Rs 35 lakh for development of Damakheda.
Congress trapped Agrawal during question hour when its MLA Tamradhwaj Sahu asked about the date when Damakheda was announced as tourist spot. Sahu further sought information about the funds that were being approved for Damakheda after it was declared as a tourist place and type of works done.
In his reply, Agrawal informed that Damakheda was included in the list of significant tourist spots of Raipur district in 2002 after constitution of Chhattisgarh Tourism Board (CTB). In 2006-07, the government approved Rs 48 lakh and provided the fund to Raipur Collector on November 16, 2006 for construction of yagna shala which has been completed now, Agrawal said.
When Sahu pointed out that the government provides at least Rs 5-10 lakh to other tourist places to organise different programs while Damakheda does not even get Rs 2 lakh, Agrawal said the department had printed brochures and folders to promote Damakheda as tourist place and more works would be done there according to requirement.
Sahu further indicated that owing to scarce water in the pond in Damakheda, the devotees, who gather in the spot in large number, could not even take holy dip during religious programs and events. Similarly, the local residents as well as devotees are irked with power outages for long hours in the area, Sahu said.
Agrawal assured that the department would ensure availability of ample water in the pond besides installing a transformer to prevent power cuts. For convenience of devotees, the department will also open dharmshalas, Agrawal said.
Leader of Opposition Ravindra Choubey also urged Agrawal to avoid ignoring Damakheda. “The department should not approve fund for any tourist place on political grounds. The minister should ask the officials to deepen the pond and beautify Damakheda like other tourist spots. He should also announce to open a motel in the area,” he said.
In another question, Congress MLA Dharmjeet Singh asked about the construction of motels or rest houses done by the Tourism department in Lormi tehsils (Bilaspur district) till February 16, 2010. He also sought detailed information about status of construction works along with the amount spent on such buildings.
Agrawal informed that the department spent about Rs 206.03 lakh in two construction projects in Lormi till February 16, 2010. Of this amount, the department made a a resort in Amadob where 12 cottages, a kitchen and a restaurant were constructed at the cost of Rs 185.87 lakh while Rs a rest house of water Resources department in Khudiya was renovated at the cost of Rs 20.16 lakh.

The PCC president Dhanendra Sahu, Leader of the Opposition in Vidhan Sabha Ravindra Choubey and Lok Sabha MP from Korba Charandas Mahant have said that the women reservation Bill passed in the Rajya Sabha owing to the commitment of AICC chief Sonia Gandhi and Prime Minister Dr Manmohan Singh towards women empowerment. They said Gandhi had given the invaluable gift to the women of India on the International Women’s Day. The trio hoped that the women would play key role in building the nation by joining active politics.


Memorandum to Commissioner

The Chhattisgarh SC/ST Students’ Union has alleged that the Tribal Development department’s Assistant Commissioner BK Rajput was harassing the SC/ST students living in hostels for the past one year. In addition, hostel superintendents and staffers are also irked with the Rajput’s attitude, the union said. In this regard, the union has submitted a memorandum to the department’s Commissioner BA Anant demanding Rajput’s quick removal. The union’s state president Yashwant Bandhe informed that anarchy prevailed in all the SC/ST hostels owing to Rajput’s tyranny. “Our hostels lack basic facilities but Rajput has shut his eyes from our problems. A number of hostels are still vacant because the proposed names of students from the waiting list have not been added in the main list,” he alleged. The government is well aware about the complaints against Rajput but it has not taking any action against him, said Bandhe.
