Government to plant one crore saplings

State government has decided to plant one crore saplings in rural pockets under Hariyar Chhattisgarh campaign in the financial year 2010-11. The officials of Panchayat and Rural Development Department informed that the plantation would be done through various schemes of the department at the either side of about 1620 km roads in rural belts. The department has issued a directive in this regard to CEOs of all the Zila Panchayats through circular and has asked them to achieve hundred percent of the target in the given timeframe. The government gave this task to the department during the meeting held last month which was chaired by Chief Minister Raman Singh.
According to circular, the longest distance for plantation drive would be covered in Bastar (Jagdalpur) district where the department would plant about 10 lakh saplings at the either sides of about 180 km roads.
In Raipur district, 8 lakh saplings would be planted at the sides of about 130 km roads. Similarly, the target of Bilaspur is 8 lakh saplings at the sides of 120 km roads, Sarguja – 10 lakh saplings at the sides of 100 km roads, North Bastar (Kanker) – 5 lakh saplings at the sides of 100 km roads, Durg – 5 lakh saplings at the sides of 100 km roads and Rajnandgaon – 8 lakh saplings at the sides of 100 km roads.
The target for Raigarh district is 7 lakh saplings at either side of 100 km roads, Mahasamund – 5 lakh saplings at either side of 90 km roads, Janjgir-Champa – 5 lakh saplings at either side of 80 km roads, Mahasamund – 5 lakh saplings at either side of 90 km roads, Korba – 5 lakh saplings at either side of 80 km roads, Koria – 3 lakh saplings at either side of 80 km roads, South Bastar (Dantewada) – 3 lakh saplings at either side of 70 km roads and Kabeerdham (Kawardha) – 5 lakh saplings at either side of 70 km roads.
The target of Jashpur district is 5 lakh saplings - 70 km roads, Dhamtari district - 5 lakh saplings - 50 km roads, Narayanpur district – 2 lakh saplings - 50 km roads and Bijapur district – 1 lakh saplings - 50 km roads.


Bulk transfers from RMC, a revengeful act: Mayor

MiC demands from the govt to revoke transfer orders

Terming the recent bulk transfers from the RMC a revengeful act by the state government, the Mayor-in-Council (MiC) has demanded from it to revoke the transfer orders with immediate effect. “The government is certainly taking revenge from Raipurians who have given their mandate to the Congress in civic body elections,” alleged Mayor Kiranmayi Nayak while addressing the media persons after holding special MiC meeting on the bulk transfer issue at her office on Tuesday.
She further alleged that the government conspired to mar the civic administration by transferring its 29 experienced senior and junior staff. “The entire system would breakdown in the absence of expert officials who had been tackling the issues prudently for years in the capital,” Nayak said.
“It would at least take few weeks or even months for the new officials transferred from other municipal corporations to RMC to comprehend the ground realities, but till that time all the civic works would come to a virtual halt resulting in spurt of hundreds of problems including flooding, insanitation, waterlogging and so on,” she said.
“This is the first time in 42 years of the RMC that such a huge number of experienced staff had been transferred,” Nayak said adding that only two officials were transferred back in 1986, but later the orders were cancelled. She said the government should have shown wisdom before taking such a significant move and must have consulted the MiC according to section 58 of Municipal Act.
The government had framed transfer policy in 2008. Nayak questioned from the government why it delayed in implementing the policy and did not transfer any official in the RMC’s previous term when the mayor was from BJP.
“Why the government suddenly felt it important to issue transfer orders in municipal corporations ruled by the Congress? Why the municipal corporations of Jagdalpur, Raigarh, Ambikapur and Chirmiri are least affected by the transfer orders? Why the bulk transfers have been done only in the two major cities of the state – Raipur and Bilaspur?” asked Nayak.
Terming the government’s step intentional as elections of Bhilai Municipal Corporation is in the offing, Nayak said it wanted to ensure that the BJP win the coveted mayoral seat by posting all the expert officials in the particular city to organise the structure of the civic administration.
Nayak said the government had adopted biased attitude ever since the Congress came into power at the RMC. “In the past six months, we have repeatedly demanded from the government to approve financial packages for the capital, but it rather preferred to obstruct our works,” she said.



Mukhaya Mantri Kanyadan Yojana benefits 25,000 girls

About 25,000 girls have been benefited by Mukhaya Mantri Kanyadan Yojana (MMKY) and have entered into wedlock so far. The scheme was commenced by the government in 2005-06 with an objective to provide financial support to the poor families who could not incur the expenditure of marriage of their girls. The government also aimed to check social evil like dowry prevalent in the society by encouraging mass marriages under MMKY, informed the officials of Women and Child Development Department. According to scheme, only two girls over 18 from one family living below poverty line are eligible to receive financial aid of Rs 4000 each while Rs 1000 would be incurred by the government if the girl’s marriage would be done under mass marriage ceremony. The officials informed that 4535 girls were benefited under MMKY in 2005-06, 4595 girls in 2006-07, 5430 girls in 2007-08, 4468 girls in 2008-09 and more than 5000 in 2009-10. The government organises mass marriages with the help of social welfare organisation, donors and local people. The scheme has also benefited about 874 girls of naxal-hit Dantewada district who entered into wedlock last year in a mass marriage function. Similarly, 543 girls from Dantewada took the benefits of MMKY on March 28, 2010.


Applications for award till September 13

The government has invited applications for Martyr Veer Narayan Singh memorial award till September 13, 2010. The award is being given to the individual or organisation who works on creating social awareness among the scheduled caste people and on their upliftment. The winner of the ward received Rs two lakh cash and memento from the state government. The applications can be submitted to office of the Commissioner, Tribal Development Department at Pt Ravishankar Shukla University premises either through post or in person. The applicants can also obtain the copy of rules and guidelines fixed for the award from the department’s RSU-based office. The officials of the department informed that the applicants would have to submit the detailed information about their work for the upliftment of the scheduled caste people and would also have to submit a copy of the report that had been published in any newspaper or magazine. The applicants would have to mandatorily attach the certificate issued by the Collector that they had not been entangled in any controversy or dispute. The candidates who have received this award earlier can also fill the application on the basis of their works done according to requisites recently, the officials said.
