RMC commissioner informs to BJP corporators
Raipur, February 19, 2010
The state government has asked the RMC to constitute new zones (ward committees) by February 28. The information was given by municipal Commissioner Om Prakash Choudhary to the BJP corporators when the latter approached him to inquire about the reasons for delay in constitution of new zones. Choudhary informed that the government gave new timeframe after the RMC administration had requested to extend the date of zone formation.
The BJP corporator Subhash Tiwari informed that confusion prevailed among all the newly elected corporators owing to delay in constitution of zones. “According to Municipal Corporation Act, the zones should have been formed within 30 days of election of Speaker. But the process has already been delayed which is violation of the Act,” he said. Notably, the new Speaker was elected in the RMC on January 12.
The BJP corporators alleged that the Mayor was playing politics by deliberately delaying the zone formation process.
The BJP corporators pointed out that neither the Mayor nor the Commissioner called upon an introductory meeting of the corporators. “A number of corporators are new in RMC and they did not know whom to approach regarding development works of their respective wards. By knowing each other, we can have better coordination,” said Tiwari.
The BJP corporators also demanded from the Commissioner to provide all the information regarding development works, schemes, etc to the corporators. “If the corporators will have a list of BPL cardholders, information about Antyodaya scheme, various pension cases and schemes and phone numbers of entire RMC officials and employees then it would be easy for them to develop their wards in an organised manner,” said Tiwari.
The BJP corporators also demanded from the Commissioner to restart the Bhagirathi tap water scheme. The government had launched this state-wide scheme with an aim to provide tap water connection to the families living in the slum areas. The connection will be given on the name of female member of the beneficiary family. However, the scheme could not be continued after the civic polls as the new Mayor Kiranmayi Nayak said that it was not a profitable project. The cost of the project in the capital is Rs eight crore which would be completely incurred by the state government. According to Nayak, the government had given only Rs one crore and would release the remaining amount only after the completion of the project which was an added burden on RMC that had acute fund crisis.

Pointing out towards the state government’s decision to write the names of the cardholders in front of their homes, she said that the RMC also favour the idea as it would ensure the benefit of the scheme reach to the actual beneficiary.

RMC ignoring corporators in its functions: Vishwakarma
Raipur, February 19, 2010
Tatya Para ward corporator Prafulla Vishwakarma has alleged that the RMC was ignoring corporators in its functions. “It is strange that the municipal officials have stopped inviting corporators in any of its programs and are not even informing the local corporator which is highly embarrassing,” said infuriated Vishwakarma who was not invited in the RMC’s programme organised in his ward on the occasion of birth anniversary of Veer Shivaji on Friday morning.
He said adequate number of municipal staffers, corporators and common people should remain present during the tribute and garlanding programs of the statues of great persons of the country, but if no one would be informed timely then less people would attend such functions and that would be disrespect to the great leaders.
Vishwakarma informed that in spite of not getting invitation for the program in his own ward, he went there to pay his respect to Veer Shivaji. On the occasion, he first called Health officer Amrit Chopra and asked whether the RMC had forgotten about the tradition of giving prior information to the corporators regarding its programs. “I was surprised when Chopra said the job of municipal officials was to do the arrangements of the programs, but not to send invitation to the corporators,” Vishwakarma said.
He then called Mayor Kirnamayi Nayak and complained her about the attitude of the RMC officials. “Nayak immediately rebuked Health officer Amrit Chopra for not sending invitation to the corporators timely,” he said.
Water Augment Scheme to be completed by Oct 2010
Has been delayed by six months
Inform RMC officials to Mayor in review meeting
The Centre’s ambitious Water Augmentation Scheme (WAS) will get completed in the capital by October 2010. The information was provided by the RMC officials to Mayor Kiranmayi Nayak during the review meeting of WAS that held in her office on Friday.
The Rs 303.64 crore project was supposed to be over by March 2010 but has already been delayed by six months. The officials assured Nayak that there would not be further delay in the project.
When Nayak inquired about the reasons of the delay, they said it happened because the due payments was not released timely to the implementing agency owing to which the project came to halt for sometime and the municipal had to face tough time in acquiring land for the scheme and in obtaining No Objection Certificates (NOC) from various departments like railways, etc.
Presently, among the 17 water tanks and one filter plant under WAS, only one water tank at Idgah Bhatha has been constructed, informed officials. Nayak directed officials to connect the new tank with the old water pipeline and to use it in providing drinking water to the people.
Considering the upcoming summer and likeliness of drinking water crisis in various wards, Nayak instructed the officials to ask all the corporators to provide list of the water scarce areas of their respective wards. Later, such lists would be reviewed and then the RMC supply adequate water in specific areas.
Notably, Nayak had recently stated that water harvesting system should be made mandatory for commercial and government edifices.
Presently, the municipal has fifty hydraulically operated tankers apart from three mini trucks and eight large tankers.
According to information, the RMC supplies at least 100 tankers of water to various government and private programs every day round the year. When the demand of drinking water rises in summer, it hires additional sixty tankers on contractual basis.
