Create scene at construction site, RMC stops works, seizes materials

The construction of toll plaza at Ring Road No 1 where the fourlane project is underway has entangled in controversy. Questioning the legality of the toll plaza, the Congress on Wednesday created scene at construction site. The Congress leaders led by DCC president Inderchand Dhariwal alleged that the spot for toll plaza was deliberately selected close the city area to recover heavy toll. Later, the civic administration stopped the work and seized the construction materials from the spot.
Notably, the National Highway Authority of India (NHAI) has given the fourlane project from Tatibandh to Arang via Ring Road No 1 to the Delhi-based company - DS Constructions. This is the same company that has earlier completed the fourlane project from Raipur to Bhilai and was in controversy for constructing toll plazas at Kumhari and near Nehru Nagar Bhilai.
The toll plaza at Ring Road No 1 was being constructed near Deendayal Upadhyay Nagar where three bypass roads are proposed and the existing road remains busy round the clock. The Congress leaders said that although the road traffic would be smoothened with the new bypass roads, but the number of vehicles will increase. Anticipating flood of vehicles in the coming years, the DS Constructions company has picked the spot for toll plaza in a planned manner to recover hefty toll, said the Congress leaders.
“The toll plaza was illegal and hence we protested its construction. The DS Constructions company has obtained permission from the RMC to construct toll plaza in the specific location. This implies that the agency want to recover toll from the motorists illegally and might even bully them to pay,” said the Congress leaders.
Later, they called the civic officials and showed them how the construction company was taking benefit of their ignorance. The Congress leaders demanded that the agency should first complete the project at the earliest and must remove all its construction materials that have been scattered in the ambience staking the lives of motorists.
Taking serious note on the issue, the municipal officials immediately stopped the toll plaza construction and seized the construction materials. The Congress has categorically said that it would not allow the DS Constructions to build toll plaza within the municipal limits and it would have to shift it in the outskirts of the city. “We will sternly protest and will aggressively demonstrate if the agency would ignore our warning and violate the civic norms,” the congress leaders said.
Nutrition rehabilitation centres to commence from August 15

The state government will commence nutrition rehabilitation centres in all the districts from August 15, 2010. Health and Family Welfare Minister Amar Agrawal has issued directives to all the chief medical and health officers in this connection on Wednesday. He further instructed the official to ensure proper nurturing of the children in the rehabilitation centres. Agrawal’s directives came while he was reviewing the progress of health works and projects of Raipur division at new circuit house on Wednesday.
The minister categorically said that no further delay in the opening of rehab centres would be tolerated. All the centres should have complete facilities and posts of dieticians and cooks in some of the centres should be filled before August 15, he said.
In the meeting, Agrawal asked the Collectors and health officials to keep an eye on the season diseases and take proactive action to check the eruption of contagious diseases like diarrhoea and jaundice. He further asked to constitute adequate number of medical teams to promptly provide medical aid to the areas affected by outbreak of any disease.
To provide better health services to the pregnant women, the minister said the gynecologists should remain present in the community health centres once in a week. For this, he asked the health officials to prepare a roster according to which they should ensure attendance of the gynecologists in the community health centres.
35 sub health centres closed in Raipur division

About 35 sub health centres in Raipur division have been closed in the absence of basic infrastructure and minimum required staff. Taking serious note on this issue, the Health and Family Welfare Minister Amar Agrawal has asked the Collectors and health officials to ensure no health or sub health centre get closed. He also instructed the Collectors to quickly reopen the closes sub health centres by filling the vacant posts and by providing all the basic facilities.

Demand license for their business and proper rehabilitation

The street vendors along with the members of Chhattisgarh Phutkar Vyapari Mahasangh (CPVM) gheraoed Mayor Kiranmayi Nayak on Wednesday protesting the municipal action against them for the past two months and with demanded issue license for their business apart from proper rehabilitation. Nayak has assured the street vendors that the municipal corporation would not take action against them by imposing fine and seizing their articles in future, informed the CPVM members.
“Both the RMC and the police are targeting the footpath vendors continuously and they have no other option other than to do their business in the same area for subsistence,” said CPVM president Dilip Chouhan.
He informed that the footpath vendors had also gheraoed the RMC Commissioner Om Prakash Choudhary with their demand of proper rehabilitation package besides submitting memorandum to SP Dipanshu Kabra, but in vain. The CPVM also launched signature campaign and had staged a day-long dharna in favour of their demands.
“It is unfortunate that in spite of our peaceful agitation for the past fifteen days, the civic authorities have posed a deaf ear towards us instead of solving our problems and helping us to live a respectful life,” Chouhan said.
The CPVM has cautioned that if the RMC would not fulfill their demands then they would adopt aggressive mode and would burn the effigy of urban Administration and Development Minister Rajesh Munat and gherao Chief Minister Raman Singh.
Besides rehabilitation package and license to work, the footpath vendors have demanded from the civic administration to provide space adjacent to dharna spot near Sports Complex, Budhapara and to allow them to operate their business in the street if not at main roads. The vendors have urged the RMC and police administration to completely stop action against them.
Notably, the Mayor-in-Council (MiC) in its meeting that held on August 9, 2010 has approved the new vendor policy under which the street vendors would be given space under the overbridges on time-slot basis. Each vendor will get particular shift to run his business. After certain number of hours, the other vendor who had been allotted the space for next couple of hours can operate his work. According to the policy, the space near dharna spot will also be provided for choupati in the evening hours.
