Patel blames govt for rising drug abuse



Says narcotic smugglers flourishing brazenly in state

The illegal business of narcotics in the state has negatively impacted people’s health and peace. While the impudent drug smugglers are rapidly expanding their domain in the state under the government’s nose. Still, the officials of the relevant department merely register a couple of cases to prove that they are active. Actually, the government has failed to curb drug smuggling in the state. The allegations were made by Congress MLA Nandkumar Patel during the call attention in Vidhan Sabha on Friday.
“Different types of drugs including liquor are frequently being smuggled from neighbouring states and innocent forest dwellers and tribal youths are gradually becoming addicted to these drugs,” Patel said.
He informed the House that the state police had foiled a couple of drug smuggling attempts in the past including the ones in Raigarh and Ambikapur districts in January 2010 and had recovered large amount of illegal drugs, however the government was posing seriousness towards the matter.
Answering to Patel’s allegations, Health and Family Welfare Minister Amar Agrawal informed the House that the government frequently launch awareness drives about de-addiction through Social Welfare department, social organisations and several de-addiction centres in urban and rural areas.
He further denied the charges that the government had taken little action against the drug smugglers and informed that the excise department take prompt action against the guilty ones by regularly conducting raids on suspicious places.
In 2009-10 (till January 31, 2010), 12,173 cases of liquor smuggling and four cases of ganja smuggling were lodged and the government recovered 20,951 litres liquor and 38.50 ganja, Agrawal informed.
On January 21, 2010, the Excise officials recovered about 300 litres illicit liquor arriving from Orissa near village Karichapar in Raigarh district, he informed. Similarly, the police recovered 39.50 kg ganja from an Ambassador car near Ranisagar, some 3 km away from Sarangarh tehsils (Raigarh district) on January 23, 2010, he said. 


RMC to seize illegal water tankers

Mayor Kiranmayi Nayak has asked the municipal officials to seize the illegal water tankers being operated by a various individuals and organisations. Nayak took this decision after discussing about it with the municipal officials and water contractors in a meeting that held here on Friday. She directed the officials to make registration of water tankers mandatory within RMC periphery. Considering water crisis in the upcoming months, she also invited suggestions from the water contractors. On the occasion, the Water Works department’s president Lekhraj Sonkar suggested to paint different colours on tankers according to the locations to identify them easily. 


Pollution affecting people’s health in Bhatapara: Sahu

The rising pollution in Bhatapara is severely affecting the health of local residents. A number of rice and beaten rice mills are the main cause of pollution in the region. People have complaint about the polluting mills to the administration several times, but no action has been taken against them by far. Congress MLA from Bhatapara Chaitram Sahu informed about the rising pollution in his constituency during call attention in Vidhan Sabha on Friday.
Sahu informed the House that the mill owners were draining dirty water of their factories to the region’s sole pond which was being used by the local residents for bathing and other household purposes. “Those who are taking regular bath in this pond are now complaining about skin disease. Some are feeling breathing problem after using the pond’s water,” he said.
“In Matadevalaya ward, about 15-20 beaten rice mills are being operated. These mills as well as the other mills in the region emit black dust which form thick layer on the rooftop of every house in Bhatapara. People want action against the guilty ones, but they upset with the indifferent attitude of administration and the government,” Sahu added. 
In his reply, the Housing and Environment Minister Rajesh Munat said informed that there were four usna rice mills being operated within Bhatapara municipality area apart from 10 beaten rice mills in Matadevalaya ward. All these mills fall under small-scale industries, he said. “But the dirty water of these mills are not being drained to the pond as alleged by Sahu but is either being used for soil fertility or to quench the ash,” Munat said.
The minister further informed the House that dust controllers had been installed in usna rice mills and rosters in beaten rice mills to control pollution. “Hence it is incorrect that these units are emitting black dust in the region,” he said.
“Besides, the Chhattisgarh Environment Conservation Board (CECB) regularly conducts regular inspection of these mills,” he added.


RMC to frame policy for liquor shops

The RMC’s Mayor-in-Council (MiC) will soon frame a policy for liquor shops being operated in the city for public convenience. The decision was taken in this regard after Mayor Kiranmayi Nayak met Collector Sanjay Garg on Friday and requested him to tighten the noose on untrammelled liquor shops. Nayak said before opening a liquor shop in the any specific place, the owner should take permission from the RMC. She also pointed out that the ambience of various liquor shops remains unclean because a number of their customers throw eatable items and polythene recklessly. Garg asked Nayak to send a proposal pertaining to liquor shops after discussing about it in MiC. Garg also directed District Excise Officer (DEO) to provide rule book regarding liquor to the RMC. Presently, there are 38 liquor shops within the RMC periphery, informed the DEO.

RMC seals basements of A-1 Bakery, Jainam

The RMC on Friday sealed the basements of A-1 Bakery shop and one Jainam commercial complex at Malviya road for providing parking space. The municipal had given warning to these shop owners in the past but neither of the two followed the RMC norms. The municipal officials informed that the owner of Jainam complex had not made ramp in the basement for movement of vehicles and was using the parking space for its business purpose. While the owner of A-1 Bakery was using the basement of edifice as godown, they said. The municipal’s flying squad also took action against encroachers at Malviya road and imposed Rs 4500 fine on hawkers and the shopkeeper who had illegally occupied road for their business purpose.
